Who can be Registered in CWPD?
Any Contractor who has done Work Contract of Civil, Electrical Mechanical or infrastructure are eligible for CPWD Enlistment. Following are the basic criteria:-

1. Work should be direct not sub-contract.

2. If Sub Contractor there should be proper tri-party agreement need to established and payment from the department would be in Sub Contractor Account

3. TDS has to be deducted in Eligible Work, Department may ask for 26AS.

4. Three Year average Turnover Certificate, Networth Certificate, and banker should be as per the prescribed format.




Rules for Enlistment of Contractors in CPWD, 2021

Following are the changes that come into existence after 13-July-2021 for enlistment in CPWD:-

1. Relaxation has been given in Ongoing Work requirement, Now ongoing work condition has been removed from the Enlistment rules.

2. G+4 Building height condition has been removed and given relaxation to the Contractor. Now you are eligible for Class I ( A) and Above even if you have not completed any G+4 Building.

3. Definition of “Building” has been changed and its uniform now. Any Contractor who has been indulging in the renovation of the building, Installation of Electrical works, Boundary wall, etc can be considered in B&R Category while enlisted in CPWD as a contractor.

4. Building & Roads category has been created amalgamating Building category and Infrastructure category.

5. Definition and assessment on TOR have been eased.

6. Verification of Certificates issued by Chartered Accountant shall be contactless using UDIN website

7. Enlistment fee has been reduced.

8. Tender Limit has been already revised in Rule 2020.

9. Various documents and formalities relaxation has been given to Contractors in new CPWD enlistment Rule 2021

Above relaxation are given to contractors so that Contractors can get the Enlistment done and Registration done from CPWD.


How to Get Registration in CPWD or Process of Registration.

Following Documents required for the enlistment in CPWD

1. All Applications should be processed online only.

2. The applicant shall furnish the list of completed works in Annexure-III as per the magnitude of work as per the below table.

3. Average Annual Turnover Certificate shall be in the format prescribed in Annexure V-2.

4. Banker's Certificate shall be issued by a Scheduled Bank on its letterhead addressed to the enlisting authority in the format prescribed in Annexure V-1

5. The Net worth Certificate shall be in the format prescribed in Annexure V-3

6. Experience of a petty contractor, labor rate contractor, work shall not be accepted.

7. BOR/GPA Required in case of authority given to one Director / Partner.

8. Photograph of all Directors/Partners with name printed on the bottom.

9. Attestation of documents can be done by either First Class Magistrate or Executive Magistrate.

10. Pancard of Individual/Partners/Directors.

11. GST Registration

12. Affidavit in case of proprietorship

13. Company or Firm Pancard.
